Upon entering Mizu No Kuni, if one was on some sort of summit, mountain, or simply a hill of higher ground, they would easily see the kage tower from a short ways into Mizu. The structure is so tall, that it can even be seen above the thick mist that covers most of Mizu.
It's tallest yet has been seventeen floors, most of them being libraries, as the latest Mizukage believes in retaining and sharing knowledge of the past. Those from afar find the tower a amazing structure, while only those who live in or visit Kirigakure truly appreciate the structure's beauty.

First Floor
Once a nin has entered the building, their first sight would be the spiraling set of stairs in the center of the room that lead up to the fifteenth floor, not the seventeenth. The second thing one's sight might come upon, possibly would be the receptionist desk. There is a large, horseshoe shaped desk area where three women are sitting to direct and help those who enter the tower. It was these same ladies who complained to the Mizukage about the exceptionally difficult time they had cleaning the wood floors, which the kage had changed to stone.
However, what one might not notice, would be the ANBU sitting in the floor in the darkest corner of the room. Sitting as though he was asleep, he covers himself with a black material that makes him look as though he is merely a decoration, or even a part of the structure.

Second Floor to Fourteenth Floor
The floors after the first on up to the fourteenth are exactly the same, except for their contents. Which is to say, every floor from the second to the fourteenth, are all libraries and lounges. The Mizukage believes heavily in gathering, retaining, and sharing knowledge of past and present times. The vast amount of knowledge in these rooms may be found astounding. Ranging anywhere from the origins of Mizu No Kuni, to clan histories, to simple stories that the elders have written down in their times.
Once a nin has opened the door to one of these floors, they will be astounded by the staggering high ceilings. Of which are crammed from bottom to top with shelves, each shelf packed full of books. The shelves are made of wood, while the floor and ceilings are made of stone. From the ceiling are flowers hanging, of which give relaxing scents where one might concentrate and relax as they read. Throughout the floor are chairs and couches for nin to sit or lay on and study. The windows are also made to let in just enough light that they too give off a relaxing feeling.

Fifteenth Floor
This is where the stairway comes to a halt. The door to this floor also remains locked, as it is the entrance to the guard quarters for the tower. Those who wish to see the Mizukage, or his assistant must first knock on this door and be approved by the guards before being allowed to pass on. Once allowed to enter the floor, there is a long desk with six jounin sitting behind it, doing paperwork and directing those who enter the floor. Behind the desk to the left is a door, once a nin has been accepted to pass security, they are directed through said door.
Upon entering the next room on the floor, there is what appears to be a guard lounge, where the guards not on duty relax and watch the stair way leading up to the next floor. The air in this room seems heavy, as though the guards are relaxed, they are all still high ranking jounin or ANBU. In the very center of the room, surrounded by the chairs, couches, and open windows, is yet another spiral stairway leading up to the sixteenth floor.

Sixteenth Floor
Once making it past security, and up the second staircase, the nin will enter the Assistant Mizukage's office. The room is beautiful as far as art work and decoration goes, not nearly as cluttered as the floor above it. The assistant's office is well maintained, and is guarded by two ANBU, of whom watch over the floor at al times. The assistant, sitting behind the desk is usually doing paperwork when not working outside or along side of the Mizukage.
There are two large windows, one on each side of the desk, so as the assistant may look outside from turning to either side. In front of the desk are three chairs in triangle formation, where as the assistant may discuss matters with teams on shinobi all at once. Once a nin has made it this far, if there is still reason to bother the Mizukage, there is yet another spiral staircase to be found in a room to the left of the office, where as the assistant's living quarters are in a room to the right.
Aside from the beautiful office, the assistant has their living quarters. Complete with a bedroom, and all the necessities for living have been arranged to be accommodated for every day. This was implemented so that if the assistant need to work long hours, even days, they should not have to leave their office for want of anything.

Seventeenth Floor
The final floor of the tower, the Mizukage's office and living quarters. Those who make it this far are escorted up the stairs and to the Mizukage by the Mizukage's assistant as well as two members of ANBU. Once entering the room, the nin will notice a drastic change in the scenery compared to that of the rest of the tower. Where the previous floors were bright and cheerful and decorated with fancy art work and flowers, the Mizukage chose to take a different approach. A very...very different approach.
The room is a very dark blue, that of which is only a lighter color compared to the midnight sky. The room itself is unnaturally cold, though withstandable to those of Mizu No Kuni as they are used to the temperatures. There is very little light in the room, only enough for the Mizukage to do his paper work and to adress those to enter to see him face to face.
There are writings on the walls, things that the Mizukage desires to remember. Perhaps quotes from his favorite passages in books, perhaps famous last words from his last enemies, no one is truly sure. To add to the dim light and cold temperature of the room, there is a faint mist that stays within the room, that of which no other room in the tower has.
There are two large windows behind the Mizukage's desk, very similiar to that of his assistants room. Also much like the assistants room, the Mizukage's living quarters are in a seperate room to the right which is sealed off. Honestly, the only difference between the layout of the two rooms is the room to the left of the Mizukage's desk. Where the assistant has a staircase leading to the Mizukage's office, the Mizukage has his personal library with several of the village's scrolls.
