Within the village, within a close proximity of the Mizukage's tower, is a three-story building. The building itself is unimpressive from the outside. Just a standard building within Kirigakure.

First Floor
The first floor, upon entering through the thick, mahogany doors, is covered in an almost overwhelming sight of desks and receptionists hard at work to keep everything within Kirigakure running smoothly. All of the desks that are covered in paperwork are watched over by a single ANBU, who changes shift every 8 hours with another ANBU so that no one ANBU is overwhelmed with the task of keeping an eye on the building's first floor.
A sign, as you enter, has the following instructions written in big black letters:

Beyond all of the desks is a single door marked Staff Only. The door opens to a narrow stairway that leads to the 2nd and 3rd floor.

2nd Floor
The 2nd Floor opens to a room full of hawks and other various birds, all perched in cages with three staff always present in the room. Two of the staff are responsible for sending and receiving messages from other countries, while the other staff member is responsible for carrying paperwork from the 2nd Floor to the other two floors of the building. It isn't unusual to see birds constantly flying in and out of the windowless walls, as there is always a message needing to be conveyed, if not by the Mizukage himself, by another member of staff within the building.

3rd Floor
Upon glancing at the door, a series of locks and a large sign that states "Do Not Enter". Only ANBU and trusted staff are given the knowledge of the four combination locks, as well as the technique required to remove the chakra strings along the door without setting off an alarm throughout the building.
Once the door is opened, a wall of filing cabinets are seen, several staff members hard at work to sort, decode and file all information, as well as to unfile, decipher and procure any information requested by the Mizukage or anyone of the office with the right clearance.
Upon the front of the middle filing cabinet is a single circle with 12 lines along the edges, similar to that of a clock. The Dekata Seal's chakra strings surround all of the filing cabinets and if a single filing cabinet is done damage to or opened without the appropriate code, the chakra string closest to that cabinet will snap and set off the seal, causing all of the filing cabinets to disappear and appear in the Mizukage's tower, in his assistant's office below the 17th floor.
The combination locks are similar to that of the door, but instead of having a three number lock, the locks have four different numbers to input.
